That's Kawasaki rider James Hillier aboard the supercharged, 300+bhp Kawasaki Ninja H2R going all out over those bumpy roads. Hillier's subsequent 132-plus-mph lap on his Quattro Plant/Muc-Off Kawasaki that earned him a second-place finish in the Senior TT must have seemed like a cruise compared to this.
